"We continue to attract specialists to the towns and villages of the republic through 'zemstvo' programs. Thanks to them, our region has gained 124 professionals," wrote the leader of the LNR, Leonid Pasechnik, on his social media pages. According to him, specialists arrived in occupied Luhansk from all over Russia — "from Krasnodar Krai to Magadan Oblast." Pasechnik specified that the majority were medical workers — 77 healthcare professionals. The fewest were willing to work in schools — only 14 'zemstvo teachers.' In addition, 31 cultural workers came to occupied Luhansk. It was reported that in 2025, 63 teaching vacancies remained open in rural schools of the LNR.
